On July 31, 2026, the National Highway Traffic Safety Administration published its grant of a temporary exemption allowing Zoox to manufacture and commercially deploy its purpose-built robotaxi, a vehicle with no steering wheel, driver-operated brakes, or conventional mirrors. The notice, docket NHTSA-2025-0523, is an exemption from portions of eight Federal Motor Vehicle Safety Standards and runs from July 31, 2026 through July 31, 2028.
The eight standards are FMVSS No. 103 (windshield defrosting and defogging), No. 104 (windshield wiping and washing), No. 108 (lamps and reflective devices), No. 111 (rear visibility), No. 135 (light vehicle brake systems), No. 201 (occupant protection in interior impact), No. 205 (glazing materials), and No. 208 (occupant crash protection). Each of these was written on the assumption that a human sits behind a wheel and looks through a windshield. NHTSA concluded that compliance “would prevent Zoox from selling, or otherwise commercially deploying, a motor vehicle with an overall safety level at least equal to the overall safety level of a vehicle that complies with all applicable FMVSS.”
The grant is capped and conditioned rather than open-ended. No more than 2,500 exempted vehicles may be introduced into interstate commerce for commercial deployment in any 12-month period. Zoox must maintain operational control of all vehicles, personnel in safety-critical roles must be located in the continental United States, and the vehicles must comply with all federal, state, and local law. Operating conditions are set through Operational Authorizations that prescribe specific conditions and can be tailored to different operating environments, which gives NHTSA a lever that can be tightened city by city.
The significance is regulatory rather than technical. Until now, purpose-built driverless vehicles in the United States operated under research and demonstration arrangements or carried the legacy controls they did not need. This is the first commercial pathway for a vehicle designed from scratch without them, and the terms, an annual volume cap, a fixed two-year clock, and per-environment authorizations, are likely to become the template that every other builder of a controls-free vehicle is measured against.
